In other words he was tricked into creating the Horde. However, Ner'zhul's conscience stopped him from surrendering his people to the Burning Legion in the end. Because of this, Kil'jaeden punished him by wreaking havoc to his body and soul. There was no relief for Ner'zhul until Kil'jaeden offered him a final chance: be the Legion's servant or experience eternal agony. To certain extent Nerz'zhul chose the first offer and he became reborn as the Lich King.
   The Curse of Ner'zhul continued as long as he became forever bound to a magical armor and the runeblade Frostmourne. On the one hand he was sealed in ice and was cast into Azeroth, settling in the desolated land of Northrend. On the other hand he manages to enslave the Neribians, spider creatures who are fierce in batter from Ner'zhul's Frozen Throne. Far from being loyal to Kil'jaeden, Ner'zhul already had plans for freedom. He managed to make a crack on his frozen prison and was able to slip Frostmourne through it. Using his minions, he sent the blade away, hoping that it would lure a powerful warrior who would become the vessel of his spirit.
   Ner'zhul fulfilled his master's wishes while he is waiting for his champion. His duty as Lich King was to create a plague that would destroy all humanity and would enslave the dead to the Burning Legion. He had the ability to get the services of a powerful magician and Mage named Kel'Thuzad whose purpose was to help spread the contagion so as to hasten the plague's contagion. Then Kel'Thuzad recruited people whom he called the Cult of Damned who were carriers of the plague. These humans spread the plague throughout Lordaeron. In this way, the Curse of Ner'zhul became the curse of the world. Kel'Thuzad was happy seeing the success of his mission in the army of undead he created. He called them the Scourge. And with the Lich King's command, they will truly bring destruction and desolation to the world.
